Why, if Lincoln did not initially insist on the emancipation of slaves, were Southerners so threatened by the political climate in the United States?

The North had a complete monopoly on the politics at the time. Slavery was only a small part of what caused the Civil War; it was really a states rights issue. The South believed that states should have more power, whereas the North believed that the federal government should have more power, since the North controlled the federal government.
